RESEARCH TEAM MEETINGS
Team
Leaders will convene closed, concurrent meetings of their individual
research teams to draft a working research agenda.
This will involve (1) drafting an overall outline of topics
and themes that need to be addressed (and, by inference, issues that
will not fall within the team’s scope), (2) discussing both
secondary and primary source material gathered to date, (3)
identifying additional requisite materials for a comprehensive and
balanced judgment, including: a) government and NGO documents, b)
interviews with key actors -- especially individuals no longer in
government service, c) additional, original research that will have
to be commissioned (to be funded by stipends).

PLENARY SESSIONS:
All
project participants meet in closed session to receive the research
agendas presented by each of the ten pairs of research team leaders
present for discussion, criticism, and possible revision (at the
discretion of the individual research teams)

ADVISORY BOARD MEETING (2 hours)
A
closed meeting of the project director and associate director with
the four-person Advisory Board (to be selected beforehand by and
from among the twenty research team leaders).
Although the Board will be free to discuss any outstanding
issues, its primary focus will be on establishing procedures for
advising the project directors and participants, and for mediating
any disputes that arise during the course of the project.
